BATON ROUGE – For the fourth time in the past few months, residents in the Capital View neighborhood said their homes were being threatened by rising flood waters.

Homeowner Malaura Blanchard lives in the Capital View neighborhood near the Louisiana Governor’s Mansion. She said the recent severe weather has made a nearby water retention pond a part of her backyard.

“We take on so much water, we don’t know where it comes from,” Blanchard said.

Blanchard said the water used to be less than a foot deep. But Friday, the water rose, flooding her basement.

“Around 4:30 a.m. this morning, I got up and sure enough, there’s five feet in my cellar,” Blanchard said.

Blanchard’s neighbors are in the same boat. One backyard was covered with debris tainted water. They blame the rising water on the drainage system for the retention pond that is clogged with debris and need to be cleaned.

Homeowners told WBRZ News 2 that the Office of State Buildings and Ground is responsible for the pond. But, every time they call for help, they say they all they get is the run around.

Blanchard said she hasn’t had air conditioning or heating since August and now her foundation is about to fail. She said she can’t start work to replace it under the water stops flowing.
